The much ballyhooed Medical Assistance Program (MAP) in Davao del Norte’s Second District of the tandem of House Speaker Pantaleon Alvarez and Davao del Norte Vice Governor Alan Dujali is hot air and fakery combined.
It is so abominable that some politicians have the gall to make political capital out of much-needed medical assistance to the poor. It becomes more horrible when this plasticity is carried out with deceit and greed.

This Alvarez-Dujali racket to gain political mileage out of a basic government service for the poor is the most expensive free medical program funded by government money (P9,363,179.91), delivered to much less number of recipients (1,246 people).
For a medical program known more for dispensing free paracetamols and other cheap medicine, Team ALDU (Alvarez-Dujali) Medical Assistance Program (Team ALDU MAP) clearly bloated for political gain or overpriced for financial gain, the value of medical services it delivered to each of the recipients that it reported were given medical benefits worth from P6,500.00 to P9,000.00.
Team ALDU MAP is not a pro-poor medical program. It is an Alvarez-Dujali political tool duping people of Panabo City, Island Garden City of Samal (Igacos), Sto. Tomas, B. E. Dujali and Carmen.
Alvarez is claiming that Team ALDU MAP benefited thousands in the Second District?
A report on expenses and number of recipients of the medical program posted recently in the Facebook account of Team ALDU showed that
Team ALDU MAP spent P9,363,179.91 on 1,246 people only during the period October 2017 to May 2018.
The number of recipients served during the 8 months by Team ALDU MAP indicates that the program rendered service to only about 155 people every month.
This is contrary to the claims by Alvarez and media linked to the Speaker’s media bureau that Team ALDU MAP delivered services to thousands of people of the Second District.
The report on expense may also be bloated if not overpriced with some people making money out of the free medical program.
The report showed that during the 8-month period, Team ALDU MAP spent a total of P9,363,179.91 in delivering service to 1,246 people. Simple math would show that the Alvarez-Dujali racket is claiming that it spent at least P7,500.00 for each recipient that availed of its free services.
Which is unbelievable as the program offers only free medicines and consultations and not major medical attention as surgical operations that entail bigger expenses.
Where are the thousands that Alvarez claim benefited from Team ALDU MAP?
Were the consultations and paracetamols given them worth thousands of pesos?
In the report for Panabo City, Team ALDU MAP claims it spent P4,964,485.41 on 660 recipients or P7,500.00 for each.
In IGACOS, the medical mission is said to have served 33 people, and spent P300,023.00 or P9,090.00 for each recipient.
In STO. TOMAS, Team ALDU MAP, according to the Team ALDU report, spent P1,900,930.90 on 246 recipients at the cost of P7,700.00 each.
In B. E. DUJALI, 92 people were served at a cost of P586,268.00 at P6,370.00 for each beneficiary.
In CARMEN, Team ALDU Map spent P1,611,472.60 for 215 people or at P7,500.00 for each recipient, the report said.
Would you believe this garbage churned out by Alvarez, Dujali and Team ALDU?
Team ALDU MAP has a heavy political undertone, with Alvarez, who represents the First District, allocating funds for the Second District allegedly due to the failure of its congressman, Rep. Antonio “Tonyboy” Floirendo, to deliver medical services to his constituents.
Politics, not love of the poor, is behind this program funded by the office of Speaker Alvarez and implemented with assistance from his partner-in-deception Dujali.
Dujali is running for governor in the 2019 mid-term election under the banner of Alvarez’s PDP-Laban Lavarez Wing, against incumbent Governor Anthony “AGR” del Rosario, cousin of Floirendo.
Alvarez is seeking reelection in the First District in 2019 but why is the Speaker crossing over to the Second District in Floirendo country?
Because he thinks that as the Speaker of the House of Representatives, the fourth Most Powerful persona in the country today, he has earned the right to be the Political Kingpin of Davao del Norte.
So he has to fight Rep. Floirendo and Gov. del Rosario.
So he is fielding Vice Gov. Dujali against Gov. del Rosario. So he filed graft raps with Ombudsman against Rep. Floirendo and is questioning the legality of a land deal over Dapecol between the Bureau of Corrections (BuCor) and the Floirendo-owned banana giant Tagum Agricultural Development Company (Tadeco).
But is Alvarez up for the big battle in 2019?
Let us leave Davao City Mayor Sara Duterte-Carpio to answer that question.
Alvarez is going to battle out his reelection against the current holder of the Political Kingpin crown — the formidable Floirendo-Del Rosario tandem.
If that is hell, he will also have the devil in the presidential daughter ensuring his debacle.
Because Mayor Sara is supporting Floirendo and del Rosario and has vowed to personally campaign against the reelection of Alvarez.
