RESIDENTS APPEAL TO MAYOR INDAY SARA TO CLOSE DOWN ‘OBNOXIOUS’ DRESSING PLANT

Hundreds of residents have appealed to Davao City Mayor Sara Duterte-Carpio to close down a chicken dressing plant and its feed additive facility that for years tormented them with nasal torture.
Subject of the complaint is the Barbatos Ventures Corporation, which operates a dressing plant and a rendering plant at the old Vitarich Dressing Plant in Purok 12 Quarry, Tugbok Proper in Tugbok District.
The Barbatos dressing plant serves dressing needs of poultry farms in the city, while its rendering plant process into feeds and feed additives solid wastes from the poultry farms.
The appeal by nearly a thousand residents is supported by the Barangay Councils of Angalan under Barangay Captain Rogelio Ico and Tugbok Proper under Barangay Captain Wilfredo Anfone.
The Vitarich facility, rented out by Barbatos, sits in a populated area classified under the city zoning code as residential.
Tugbok District, about 30kms from downtown Davao City, is among areas eyed by investors for large housing projects.
But barangays Angalan and Tugbok Proper may not benefit from the housing contruction boom.
No thanks to the foul-smelling Barbatos, investors are skirting the barangays and locating in other areas that are not obnoxious.
Residents deplore that some people have jokingly renamed Purok 12 Quarry, where the Barbatos facility is located, as PUROK BAHO.
The City Environment and Natural Resources Office (Cenro) has already recommended the closure of the Barbados plant due to the foul odor and defective waste water management. A Cenro clearance is required before City Hall can issue a business permit.
“DESPITE THE RECOMMENDATION TO STOP OPERATION BY CENRO, Barbatos and PSP continue to operate; despite opposition of residents, without barangay clearance, without permit from the Business Bureau, City Health, Cenro, DENR-EMB and other concerned government agencies.
Dear Mayor Inday, we are in full support of your vision of our beloved city where every Dabawenyo should live in a healthy and comfortable environment,” said Barangay Captain Ico in his letter of appeal to Mayor Duterte-Carpio to close down Barbatos.
From the deepest of our hearts, we appeal to you to deny issuance of Business Permit to Barbatos Ventures Corporation and PSP and order their immediate closure to save us from further being subjected to nasal torture that we have been suffering for years due to the callousness and lack of concern of these facilities, said the village chief.

THE APPPEAL

Dear Mayor Inday Sara:

RE: An appeal to immediately stop the operation of Barbatos Ventures Corporation Dressing Plant and Para Sa Pangasius (PSP) Rendering Plant for lack of business permit, odor and water pollution

We wish to reiterate our opposition to the continued operation of Barbatos Ventures Corporation Chicken Dressing Plant and Para Sa Pangasius (PSP) Rendering Plant, located at the Vitarich Dressing Plant in Purok 12, Quarry, Barangay Tugbok Proper, Tugbok District, as expressed in Resolution No. 01-009, Series of 2019 and Resolution No. 08-002, Series of 2018, which were submitted to your Office and the office of the Business Bureau, on January 24, 2019.
The Barangay Resolutions, copies of which are herein attached, expressed opposition to the extension of the operation and renewal of Business Permit of said facitilites due to obnoxious odor that torments our residents with unbearable nasal torture.
The resolutions support a petition to stop the operation of the plants signed by more than 500 residents of Barangay Angalan, copy of which is herewith attached.
We wish to note that the continued operation of the two plants is also opposed in a petition by residents of Barangay Tugbok Proper and supported by the Barangay Council of Tugbok Proper in Resolution No. 10, Series of 2018, approved on January 27, 2019. Copy of the Resolution and petition signed by more than 400 residents of Barangay Tugbok Proper are herewith attached.
For year 2019, Barbatos and PSP have sought barangay clearance to operate as requirement for approval by the Davao City Council and issuance of Business Permit by the Office of the City Mayor.
Two complaints have been raised against the two facilities:
1. Foul odor emanating from the Dressing Plant which services dressing needs of poultry farms and the Rendering Plant which processes into feeds and feed additives solid wastes from the poultry farms.
2. Improper management of Waste Water Treatment Facility (WWTF).
The City Environment and Natural Resources Office (Cenro) conducted five inspections on the two facilities in 2018.
The Cenro in the series of inspections suggested various recommendations that should be adopted by the facilities but in the end found that Barbatos and PSP failed to address the complaints against foul odor and the WWTF which has no clearance from the DENR-Environmental Management Bureau.
After conducting its sixth and final inspection on January 18, 2019, Cenro recommended “TO STOP OPERATION AND TRANSFER OPERATION OF BARBATOS VENTURES CORPORATION AND PSP DUE TO FAILURE IN ADDRESSING THE PROBLEM OF FOUL ODOR AND THE PROBLEM OF THEIR WASTE WATER TREATMENT FACILITY.”
The recommendation is contained in herewith attached copy of “Chronological inspection activities conducted at Barbatos Ventures Corporation located at Purok 12, Sampaguita St., Quarry, Tugbok District, ” dated, January 21, 2019, by the Cenro Environmental Waste Management Division. Copy of the final report has been endorsed to Tugbok Proper Punong Barangay Wilfredo C. Anfone, Business Bureau. City Health Office and the Davao City Council.
