Impeach raps vs. Pnoy found ‘sufficient in form’

All three impeachment complaints against President Benigno Aquino III have been declared sufficient in form by the House Committee on Justice. The committee is set to tackle the sufficiency in substance of the complaints next week. The first two complaints were about Aquino’s Disbursement Acceleration Program, parts of the stimulus program declared unconstitutional by the Supreme Court. The third is over the Enhanced Defense Cooperation Agreement, which seeks a greater US military presence in the country despite a constitutional ban on foreign bases. Joaquin Bernas, one of the framers of the 1987 Constitution.
