Former House Speaker Prospero Nograles is retiring from politics, according to his son Davao City First District Representative Karlo Nograles. The Speaker is not joining the 2013 elections, said the young Nograles after filing his Certificate of Candidacy with the Commission on Elections office in Davao City on Monday, October 1. Karlo is seeking reelection. The Supreme Court has dealt another cruel blow to former Speaker Prospero Nograles by dropping his petition seeking a review of the Commission on Elections (Comelec) decision declaring Davao City Mayor Sara Duterte as winner of the 2010 mayoral election.     Nograles lost to the daughter of former mayor now vice mayor Rodrigo Duterte in that election by more than 220,000 votes.
